Justice and Public Safety (JPS) is IDEMIA Public Security’s dedicated business line focused on supporting law enforcement agencies worldwide. Within JPS, you will join the Client Solutions team based in Courbevoie to lead bids and proposals built around IDEMIA’s solutions and products.

The Senior Client Solutions Manager contributes to the profitability of the Business Line through the delivery of financial and technical proposals to our government customers. Working closely with the sales team, the role aims to address customer requirements by delivering competitive offers. Responsibilities include requirements analysis, solution framing, financial estimations, preparation of pre-sales documentation, partner coordination, and ensuring a solid technical understanding throughout the process.

Key Missions

 

• Lead major bids and ensure timely delivery of RFI/RFP responses assigned.
• Coordinate all submission activities throughout the bid lifecycle in compliance with the established Bid Process.
• Analyze evaluation criteria and work closely with the Sales Manager to define the bid strategy.
• Coordinate contributions from all involved departments — Operations (Technical Solutions, Product, Support), Procurement, and Tender Desk (administrative procedures).
• Integrate key inputs from internal specialists including Tax, Legal, Export Control, and Ethics Committee.
• Ensure consistency between customer requirements, solution design, costs, and proposal content.
• Develop alternative scenarios when required and highlight associated risks internally.
• Provide regular, clear, and concise reporting.
• Manage and coordinate relationships with partners and subcontractors when applicable.
• Draft and consolidate proposal content in collaboration with all contributors to produce a clear and competitive final proposal while appropriately protecting the company’s interests.
• Develop pricing models and financial projections in collaboration with Sales teams.
• Participate in proposal presentations to customers.

Additional Responsibilities – Opportunity Qualification & Business Development
• Support Sales Managers during customer interactions, workshops, and presentations.
• Identify and analyze customer needs.
• Co-build tailored solutions and anticipate customer expectations before RFI/RFP publication.
Prepare preliminary budgetary estimations.

 

Profile & Other Information

• Minimum 8 years of relevant professional experience required.
• Engineering background expected.
• At least 4 years of experience as a Project Manager delivering complex solutions from specification through customer delivery, or equivalent experience managing large-scale technology bids.
• Proven experience managing bid processes and delivering detailed, competitive, and structured proposals is considered a strong asset.
• Strong capabilities in solution framing and high-level architectural vision, ideally within biometric solutions.
• Good understanding of key financial concepts including cash flow, revenue, costs, gross margin, and cash management.
• Ability to support international business development activities.
• Experience leading multicultural teams.
• Excellent conflict management and stakeholder management skills, with strong interpersonal and writing abilities.
• Adaptable, proactive, and solution-oriented mindset.
• Education: Engineering degree or Master’s degree in Engineering required.
• Languages: Fluent French and English mandatory. Spanish is a plus.
• Availability for international travel (approximately once per year).
