Program Director

Within IDEMIA, the Smart Identity Business Unit harnesses the power of cryptographic and biometric technologies to enable a unique and reliable identity for everyone.

 

Purpose

The Program Director is responsible for the successful management, execution, and overall performance of a high-value government identity program, covering identity cards and passports in Armenia.

 

This role ensures customer satisfaction, financial performance, and operational excellence, aligning with contractual service-level agreements. With a €250M budget over 10 years, the Program Director will drive program governance, stakeholder engagement, and cross-functional leadership to deliver a seamless and secure identity solution.

Key Missions

 

As a Program Director you will also:

 

  • Serve as the primary point of contact for the customer, ensuring smooth collaboration and contractual compliance.
  • Lead and coordinate a cross-functional team of 20+ experts (technical, legal, purchasing, supply, etc.) to achieve program objectives.
  • Oversee financial performance, including P&L management, revenue forecasting, and invoicing.
  • Ensure adherence to program governance (KPIs, risk management, compliance, and contract adherence).
  • Drive continuous improvement, proactively identifying customer needs, new opportunities, and operational enhancements.
  • Manage complex programs with a focus on high-stakes government partnerships and cutting-edge identity solutions.

 

Profile & Other Information

 

You will be successful in this role if you have:

 

  • 15+ years of experience in program or project management within IT/engineering.
  • Strong leadership and stakeholder management skills, with the ability to manage complex programs.
  • Solid technical background (engineering/IT) and experience in contract management.
  • Willingness to travel (at least one week per month in Armenia).
  • Fluent in English

 

Even better if you have:

 

  • Fluent in French
  • Proven track record in government projects or the identity solutions sector (passports, ID cards).
